I'm a resident of Virginia (non-military). However, there seem to be 2 different addresses that I can send my N-400 to. I don't know which one to use.
On the USCIS website, it says to send to
USCIS
P.O. 660060
Dallas, TX 75266
But on the form, it says to send to
USCIS

Lewisville, TX 75029
Which one should I send to?

Most Express Mail or Courier companies (ie FedEX, UPS, DHL, etc) will not deliver to a PO Box. If you want to send your N-400 via Express Mail, USCIS provides a street address for each region.
If you are sending your N-400 via US Post Office (USPS), send your N-400 to:
